His ambition was clearly to set up his own SPCA  using  councils  and  gain  his  income from providing  the   resources and advise from his business t enable them to do this.

Mr Wells was fortunate in that he was able to write the animal welfare act   but despite his best intentions  the ability for territorial bodies   to become involved  was  to contentious  and  this  did not progress as he had intended.

Mr Wells  also writes many of the  codes of conduct for animals ,  he is  believed to be a vegan and    is associates with  http://www.arkangel.org  , with whom Mr Wells has a trust in New Zealand   called the Ark angel trust.

As can be seen  by the newspaper cutting  in particular this one   this is where Mr Wells origins are.

We question his neutrality in writing the codes of welfare.

Christine Wells  (nee  Hamilton ) 

is  the AWINZ employee  who oversees  animal action in the movies.

She is not a licenced Inspector  under the animal welfare act.
